The article says that this particular representative doesn't think that riding your bike "is environmentally friendly because the activity causes cyclists to have an increased heart rate and respiration."

It goes on to claim that the representative also said that “You would be giving off more CO2 if you are riding a bike than driving in a car,” and that “When you are riding your bicycle, tell me what taxes are being generated by the act of riding your bicycle.”

Unfortunately for us here in the Philippines, there are drivers and perhaps lawmakers even, who think similarly and this is one of the reasons why cycling has not been largely accepted as widely as it should be. Let's just hope that they will not choke on the CO2 they inhale while inside their precious cars.
The said representative later apologized for his ill-conceived statements.
